《社会保险法》实施对外出农民工社会保险参保率的影响研究

本文采用2016年全国流动人口动态调查数据,运用截面双重差分法研究《社会保险法》实施对外出农民工社会保险参保率的影响。研究表明,《社会保险法》的实施显著提高了在非公共部门就业的外出农民工(2011年时16~25岁)的社会保险参保率。进一步研究发现,《社会保险法》对受教育程度较低的外出农民工以及市内跨县并在非公共部门就业的外出农民工的社会保险参保率的影响更显著。建议政府为农民工继续教育设立畅通渠道,提高其人力资本素质。本文有利于帮助政府科学明确就业保护法规的保护对象,为进一步完善就业保护法规提供参考依据。

Research on the Influence of Social Insurance Law on Social Security Participation Rate of Rural-Urban Migrant Workers

Based on the national dynamic monitoring data of floating population survey 2016,using cross section difference-in-difference method,this paper comprehensively evaluates the influence of the implementation of Social Insurance Law on social security participation rate of rural-urban workers.The results reveal that the implementation of Social Insurance Law has positive effect on social insurance participation rate of rural-urban workers(16-25 years old in 2011)employed in non-public sectors.Further research finds that Social Insurance Law has a more significant impact on the social insurance participation rate of migrant workers with less education or employed in non-public sectors in cities across counties.It is suggested that the government should set up smooth channels for the continuing education of migrant workers and improve their human capital quality.This paper is helpful for the government to make clear the protection objects of the employment protection laws and regulations,and provides reference for further improving the employment protection laws and regulations.
