Compulsory impasse procedures: recent American experience

According to Ronald Miller, impasse procedures for public sector negotiations in the United States have produced mixed results. While most unions in the public sector do accept arbitration, this outcome may have been achieved by a pattern of arbitration awards which are largely favourable to the unions.
