建立新型土地征用制度的构想

在剖析我国现行土地征用制度弊端的基础上,对如何构建新型土地征用制度作了进一步的思考,并从规范国家土地征用权行使、完善农村集体土地产权制度、探索土地补偿费生成的科学机制、合理确定被征地农民的安置方式、建立公开、公平、公正的征地程序等五个方面提出了建设新型征地制度的构想。

Set up the Speculation of the New-Type Land Assembly

On the basis of analyzing the drawbacks of our country's current land assembly,the article made a further speculation on how to structure a new-type land assembly,and put forward the new idea of the construction on a new land assembly at the basis of the following five aspects:standing the right of national land assembly,perfecting the property relations of rural collective land,exploring the scientific mechanism in the land compensation,confirming rationally the way of peasants' placing whose land are collected,and setting up a open,fair,just procedure of land assembly.
