| Abstract: | Three levels of macroscopic, middlescopic, microscopic are included in resources allocation objectively. Although basic role should be brought into play for market during the course of resources allocation, the important regulating role of government finance all should be elaborated for realizing the optimization of three levels of resources allocation. |
