“林改”背景下林农林业产权制度再创新探讨——基于辽宁林区的调查

依据财产权利的一般原理,提出并讨论了林农林权资本化经营增值均衡机制,认为这种机制是实现林兴民富2者统一的根本途径,其产权制度再创新的根本要求是将集体林权塑造成为林农的经营资本。结合对辽宁集体林权改革的调查分析,提出了保证林农集体林权资本化经营的制度创新建议。

Re-Innovation of Forest Farmer and Forest Right System under "Forest Right System Reform" Background——Based on a survey on forest region in Liaoning province

According to the general principle of property rights,the paper,proposing and discussing the appreciation equilibrium mechanism of forest farmer and forest right capitalizing operating,concluded that the equilibrium mechanism is the fundamental way to realize both forestry booming and farmers' richness,and the radical demand for the re-innovation of its property right system is to take the collective forest rights as management capital of forest farmers.Combining with the survey on situations of the collective forest rights reform in Liaoning Province,the paper put forward some suggestions on ensuring the system innovation of the capitalizing operating of forest farmer and forest right.
