| 摘 要： | 美国政治制度结构中国会与总统权力的变化直接作用于贸易政策的制定和实施;经济发展中＂干预主义＂与＂自由主义＂的矛盾运动,深刻影响美国贸易政策;国际体系所带来的机遇与挑战,对于美国的制度变迁,也发挥着不容忽视的作用。国际权力结构和安全环境是国内制度尤为重要的塑造因素,对贸易政策的变迁更具有典型的意义。
