中国工业污染防治的制度性缺陷及其纠正

“十五”期间，中国工业污染防治计划完成得并不理想，造成这一问题的主要原因在于，中国工业污染防治存在三大制度性缺陷，即成本一收益分析制度缺乏、科技创新政策与环境保护政策整合不足、激励型生态补偿制度不完善等，正是这三大制度缺陷，使得环境保护政策难以满足完美可执行性的条件．引致环境保护中的软约束现象的产生。环境政策完美可执行性条件得以满足的制度基础是“十一五”期间中国环境保护建设的最根本任务．“十一五”的环境保护目标能否实现很大程度上取决于这项任务能否完成．

Chinese Imperfect Mechanism of Industrial Pollution Regulation and Its Improvement

China didn't completely implemented the industrial pollution control planning during The Tenth Five-year Planning period because of imperfect mechanism of industrial pollution regulation.There don't exist cost-benefit analysis and integration between sciences-technology innovation,and perfect incentive ecological compensation in China so that environmental protection policies don't satisfy with conditions of perfect-implementation mechanism.Which isn't unnecessary to solve soft constriant issue and conflict between economic development and environmental protection.During The Eleventh Five-year Planning period Chinese Government have to develop new institutions promoting perfect-implementation of environment policies to realize the new five-year planning tasks of industrial pollution control.
