| 摘 要： | 通过对制度创新这一概念的理论阐释及对加紧国实践的总结，论述了制度创新的目的，是为了启动全社会的创新精神，以促进全社会合理运行机制的形成这一观点。并指出高等教育怎样运用综合创新理论，结合实际，设计出既有超前性，又有可行性的制度创新的思路与方案是高等教育改革和发展的关键。

| Abstract: | Through the theoretic elucidation of institutional innovation,the article analyzes its aim which is to arouse the innovation spirit in all the society in order to promote the society to run properly. It also points out that how can the higher education use the comprehensive and innovative theory to design a feasible system combining with the fact. The innovative thought and plan are the key for the reform and development of higher education. |
