| 摘 要： | 政府活动是一种“生态现象”。政府存在的价值在于为民服务,而政府的架构也自然必须依据时空的变迁和人民的需要不断地成长。政府成长和发展的主要动因,来源于政府系统自身矛盾和政府生态环境的变迁。政府成长是政府不断增强自身能力的动态过程,其健康成长是社会健康和谐发展的重要保证。

| Abstract: | Government function is a kind of "ecological phenomenon".The function of government is to serve people,so the structure of government must be developed with social development and requirement.The driving force for government reform comes from the contradiction within government and the ecological environment of government.The government maturation is a dynamic process for government to enhance its function,the normal development of government could ensure the harmonious development of society. |
