落后区域自我发展能力提升研究——从承接产业转移、优势产业培植的视角

承接产业转移的过程中，产业链整合是对区域经济系统的一个他组织过程，而优势产业培植是区域经济系统的自组织过程。基于此，文章提出了落后区域自我发展能力提升的理论模型：外力转化为内力，增量盘活存量。最后，就目前中国落后区域承接产业转移政策出现的偏差，应用该理论模型提出了相应的政策转型的思路和目标。

Study on Upgrading the Self-development Ability of Backward Regions——Viewed from continuing the industry transfer and fostering competitive industry

During the process of continuing the industry transfer,the industrial chain integration is a hetero-organizing process to the regional economic system,otherwise the competitive industry fostering is a self-organizing process.Based on this,the article provides a theoretical mode of upgrading the self-development ability for the backward regions: outside forces translate into internal forces,and efficiently use the storage through increment.Finally,use this theoretical mode to provide corresponding thought and target of policy restructuring to the deviations arising in the policies of the industry transfer continuing of Chinese backward regions.
