| 摘 要： | 目前，在整个环境污染源中，农业面源污染已成为我国三大环境污染之一。防治制度机制的严重缺失是导致农业面源污染的体制根源。美国等发达国家农业面源污染防治的制度机制和实践经验及做法值得我国大力借鉴。创建我国农业面源污染防治的制度机制是解决问题的根本保障。
