| 摘 要： | 近几年，掀起了国有企业改制的热潮。2003年11月，国务院办公厅转发了国务院国有资产监督管理委员会《关于规范国有企业改制工作的意见》（以下简称《意见》）。两年来，规范国有企业改制工作取得了重大进展。日前经国务院同意，国务院办公厅又转发了国务院国有资产监督管理委员会《关于进一步规范国有企业改制工作的实施意见》（以下简称《实施意见》）。
