呼吁中国财政中期预算

近年来，许多发达国家开始实行中期预算以弥补年度预算的不足，虽然中国也已开始这方面的尝试，但中期预算还没常规化和正式化。就中国目前没有相应中期财政预算对中长期发展规划做支持以及财政纪律弱化的现状，以及中期预算本身能发挥的作用，中国尽快实施财政中期预算是有必要的。

In recent years, many developed countries begin to implement medium-term budget to make up the drawbacks of annual budget.Although China has tried to start medium-term budget too, it has not turn to be official.So far as China is concerned, there is no medium-term budget to support the long-term development plan, as well as weakening the status of fiscal discipline.So China has to implement the medium-term budget, so that it could play the roles in the economic operation.
