| 摘 要： | 该文基于非农化视角对农地闲置现象进行分析,得出土地退出滞后于劳动力非农化是造成农地闲置的主导原因。然后评估现有承包地流转政策对减少闲置农地产生的影响,最后在此基础上对当前改革提出政策建议。

| Abstract: | This paper firstly analyses the situation of vacant farmland based on the non-agriculturalization perspective,and the conclusion is that the farmland quit can＇t pace the labor force non-agriculturalization plays a critical role.Then it assesses the effect of farmland circulation policy on reducing vacant farmland,and finally gives some suggestions for the current reform. |
