| Abstract: | Taking account of the reality of grain distribution system reform in Heilongjiang province, the author looks into the major problems that exist in similar areas and puts forward some measures in response to such issues as cost incurrence of the reform, aftermath roles of the government, subsidiaries to the farmers, and actions for the Agricultural Development Bank of China. |
