绿色水电开发与环境保护的创新思考

水电开发是我国今后一段时期内能源开发的重点。在新科学发展观正确指导下，水电开发的环境影响受到前所未有的重视。本文对水电开发与区域环境保护提出若干新思路，为顺利实现以水电资源开发为依托，振兴西部区域经济，实现人与自然和谐发展提供思想保障。同时指出应重视水电开发跨国境环境影响，为实现更高层次的区域经济合作奠定基础。

Research on Green Exploitation of Hydraulic Power and Environment Protection

In China, exploitation of hydraulic power will be the important content in the energy industry development in future period. The impact of exploitation of hydraulic power on environment must be treated under the guiding of the scientific development view. The paper points out some feasible countermeasures to solve the impact on environment, which include building environment protection fund across government regions, opening information of EIA, considering the benefit of local inhabitants, constructing the index of environment river, and conducting the quality certification of green hydraulic power, it also emphasis that the cross- regions environment impact will influence other counties so as to propel the region economy cooperation.
