对政府职能的再认识

随着我国市场经济体制改革的不断深入,政府的管理方式、机制、职能也发生了很大的变化。从某种程度上讲,我国加入WTO就是对这方面改革成效的肯定。然而,与发达市场经济条件下的政府管理体制相比,与WTO的有关要求相比,我国政府在体制结构、行为方式、政策目标、行政手段等方面还有很大的差距。本文试图利用公共产品理论进一步认识和说明我国市场经济体制改革过程中政府应履行的职能。

Further Understanding of the Government Function

With the transition towards a market-oriented economy, the management and structure of the national government, as well as the government function has also changed. China's entry into WTO is a reward for this reform. However, compared with advanced countries' governments and the requirements imposed by WTO, China's government falls short in many aspects, such as government organization, public administrative management, policy-making objectives, and administrative methods. The purpose of this research paper is to apply Public Products Theory to illustrate the government's proper function in the transition to a market-oriented economy.
