澧水流域防洪规划与皂市工程的防洪作用

澧水流域上游为暴雨多发区,而尾闾地区防洪标准低,历年采,洪灾频繁且严重,防洪问题十分突出.皂市水利枢纽的首要任务是防洪.澧水防洪主要通过兴建流域防洪控制性工程来解决,其中的皂市工程为澧水流域防洪体系中的重要骨干工程.皂市工程建成后,与20世纪90年代兴建的江垭水库及拟建中的宜冲桥等水库进行联合调度,可使澧水流域的防洪形势得到极大的改善,基本实现澧水流域防洪规划所确定的近期目标.

Flood control planning and flood prevention role of Zaoshi Hydroproject in the Lishui River Basin

The upper reaches of the Lishui River is the storm prone area,but the flood control standard of the river estuary area is relatively low with frequent and severe flood disaster in history and the flood control problem is prominent.For this reason,the primary task of Zaoshi Hydroproject is flood control.The flood control for the Lishui River Basin in plan is realized by constructing flood controlling projects,in which,Zaoshi Hydroproject is the backbone in flood control system of the Lishui River Basin.After completion of the project,by co-operation with Jiangya Reservoir built in 1990s and the proposed reservoirs such as Yichongqiao,the flood control situation in the Lishui River Basin will be improved greatly and the short-term flood control objective of the basin flood control planning will fundamentally achieved.
