农民视角的西北地区集体林权改革政策研究——以陕西为例

文章基于问卷调查与田野调查的资料,从农民的视角考察了我国西北地区集体林权制度改革的若干重要问题。研究发现,农民对林改成效的评价与政策预期存在不小的差距;林权改革取得一定的社会效应,但是它的经济成效并不明显;林权改革既要体现农民本位和保障农民权益,也要关注村社权利和村庄整体福利的提升;林改政策执行出现了某些程度的偏差,需要引起高度重视。此外,要密切关注林改后的农民需求及其变化,努力建构以农民需求为导向的公共政策供给机制,促进改革不断向纵深发展。

Study on the Policies of Collective Forest Property Right Reform in Northwest China from Farmers’ Perspective——Take Shanxi for Instance

Based on data of questionnaire and field investigation,some important issues on collective forestry right system reform in Northwest China from farmers’ perspective are studied.The findings are following:there is a great gap between farmers’ evaluation about effectiveness of forestry reform and the expectation of the policy;forestry reform has caused some social effect,but its economic effect is not obvious;besides farmers’ rights and interests,forestry reform should also pay attention to the rights of villages and the promotion of villages’ welfare;High priority should be given to the deviation which appears in the implementation of forestry reform policies.In addition,close attention should be paid to farmers’ demands and the change of farmers’ demands after forestry reform,and farmers’ oriented public policy supply mechanism should be tried to build so as to promote the development of the reform.
