国际金枪鱼资源管理制度的经济分析

本文采取理论与案例相结合的方法,对现行国际金枪鱼资源管理制度进行经济学分析,重点从效率和公平的角度,论证捕捞限额管理制度的合理性及其缺陷和不足,并就改革和完善国际金枪鱼资源管理制度以及中国政府部门和企业制定金枪鱼产业发展政策和计划提出建议.

ECONOMIC ANALYSIS ON INTERNATIONAL SYSTEM OF TUNNY RESOURCES MANAGEMENT

This paper will give an economic analysis on the International System of Tuna Resources Management (ISTRM) by using the theory of open-access and renewable resources management and case study. Emphases will be given to the analysis on the rationality and disfigurement of the Allocation System of Total Allowable Catch, mainly from the point of efficiency and fairness. Recommendations will be given to the reform of ISTRM, and to the Chinese Government and tuna fishing companies to work out policies and plans on the tuna fisheries industry.
