云南省城镇供水行业市场化改革的适应性分析

针对云南省地处边疆、地形复杂、经济水平发展不高、供水设施不完善等特点,结合供水行业的特性和云南省供水行业市场化改革的进程,分别从基础设施条件、政策法规以及监管保障、水价机制3个方面对云南省城镇供水行业市场改革的适应性进行相关分析,提出云南省城镇供水行业市场化改革需以较为完善的供水设施为基础、以试点探索适合云南省省情的改革模式,增强行业竞争性,积极稳妥地推进市场化改革,逐步形成市场竞争和水价形成机制。

Adaptability of marketization reform of urbanwater supply industry in Yunnan Province

With regard to the characteristics of borderarea, complex terrain, poor economic developmentlevel and imperfect water supply facilities in YunnanProvince and combined with the characteristics of watersupply industry and the process of its marketizationreform, the correlation analysis of adaptability ofmarketization reform of urban water supply industry inYunnan Province is conducted from the aspects ofinfrastructures, policies and regulations, regulatorysupport and water price mechanism. The following countermeasures are proposed: the marketizationreform of urban water supply industry in YunnanProvince should be based on comprehensive watersupply facilities, the reform mode suitable for theconditions in Yunnan Province should be explored byusing the pilot method, the industry competition shouldbe enhanced, the market oriented reform should beactively and steadily promoted, and the marketcompetition and formation mechanism of water priceshould be gradually formed.
