深化改革扩大开放推进中国现代物流的全面发展

近几年来,物流业成为我国经济发展的热点之一。加快建立现代物流体系,是当前及今后一段时期的重要任务。近期要重点推进全国统一物流市场的形成,打破行业、部门和地区分割,清理阻碍物流业发展的各种法规、规章和文件,减少或取消在物流企业登记注册、货运代理等方面的行政审批,完善物流企业的税收管理,整顿和规范物流市场秩序,简化通关程序,优化城市配送车辆交通管理。同时,要以市场为导向,以企业为主体,构建多层次、多类型的物流配送格局:一是加强连锁企业内部物流配送中心的建设和管理;二是整合物流资源,建设专业化、社会化的物流企业;三是支持生产资料分销企业完善服务功能;四是鼓励有条件的大型制造企业和商业企业投资发展专业物流公司和配送中心,或与第三方物流企业合资发展物流配送业务;五是加快物流标准化体系和统计指标体系建设;六是配合区域经济合作的进程,推进物流领域的国际合作。

Further Reforms and Open Wider to the Outside World, so as to Push Forward the Development of Chinese Modern Logistics

Based on the analyzing of main characteristics of the logistics industry in China,the author gives ideas on speeding up the construction of modern logistics system in China.The author emphasizes that currently the focal point of the work includes:first,to foster a unified logistics market of the country. Second,to develop a new pattern of logistics and distribution,that is to strengthen the construction of logistics centers in chain enterprises.Third,to integrate resources and to establish socialized and specialized logistics enterprises.Forth,to support enterprises specialized in the distribution of means of production to perfect their function of providing services.Fifth,to encourage qualified big enterprises invest in logistics. Sixth,to faster the logistics standardization and the establishing of statistic index system.Seventh,to push forward the international cooperation in logistics field.
