农民合作社的制度逻辑——兼谈其发展存在的问题

本文运用历史、现实和逻辑方法,研究农民合作社制度的设置逻辑,进而揭示我国农民合作社发展中存在的问题。研究表明,农民合作社在一国经济发展第三阶段的历史作用是,通过将传统农业家庭经营提升到农业产业化水平的方式,拿回农产品加工和流通的大部分利润,并以此将广大农民的收入水平提升到社会平均水平。为此,农民合作社只能实行普惠制,对内实行利益分享、有限积累、限制股金分红、限制大股东和一人一票的民主管理制度,这使得农民合作社缺乏效率,无法与同行业普通工商企业竞争,因此需要政府和社会等外部经济力量的支持。
