| 摘 要： | 农地非农化可以归纳为公益性农地征收和经营性集体建设用地直接入市两种方式,对农地非农化问题的研究不能脱离相应的宏观制度环境。农地征收制度内生于相应的宏观制度环境,伴随着宏观制度环境的变化,农地征收制度经历了不断演变的历程。城乡一体化进程导致了宏观制度环境出现转折性的变化,农地非农化制度必须随之实现立法理念、具体内容与路径的创新。
