摘    要:本文通过建立泉州人力资源数量、质量、产业分布、流入与经济发展水平关系的计量模型,分析了人力资源与其他生产要素对城市经济发展的贡献。文章指出,泉州市国内生产总值与流入大中专人力资源关系显著,外来人力资源的流入,可减轻人力资源供给不足,降低区域内工资水平,从而降低生产成本,最终增强城市经济的竞争能力。文章认为,泉州市为促进城市可持续发展,必须实施科教兴市战略;创立吸引和聚集人才的良好环境;加速产业及企业技术创新人才的培育;调整就业政策,完善就业服务体系,积极开发人力资源。

Abstract:Through establishing the computation models of the relationship between quantity,quality, industry distributing,and inflow of Quanzhou's human resources and the economy development level,the author analyzes the contribution that human resources and other production factors made to the development of city economy.The author maintains that there is distinctive relationship between Quanzhou's GNP and human sources.To promote the sustainable development of Quanzhou,we should implement the strategy of rejuvenating the city through science and education, create a climate favorable for the attraction of the talented person,pay more attention to the cultivation of human resources,adjust employment policy and improve employment service system,and positively develop human resources.
