赤潮治理的技术、经济、生态效益评价及分析研究

摘    要:赤潮治理应从技术、经济与生态三个角度进行评价与分析。技术评价主要探讨治理技术的适用性和实施手段的可行性;经济效益评价根据投入产出理论,建立赤潮治理的经济评价模型,对赤潮治理经济效益评价方法进行初步研究,用以评价不同治理方案的优劣;生态效益评价利用自然生态系统和社会经济系统的内在联系,建立赤潮治理生态经济学模型,用以寻求赤潮治理的对策。基于分析,本文提出解决环境富营养化、提高环境对污染物接纳能力、提高废弃物的再利用率、加强职能部门对措施的落实、加大科研投入探索新的治理方式等是赤潮治理成功的关键。

Abstract:The HABs (harmful algae blooms) control plan contains technology, economy and ecological views. Technology view includes technology serviceability and implementation feasibility; The economic view establishes the HABs economic evaluation model to choose the correct plan; The ecological view makes use of the relations between natural ecosystem and the social system in order to structure the HABs ecological economics model and to seek the essential countermeasure. The author proposes the solutions to control the HABs. Firstly, we should reduce the eutrophication. Secondly, we should enhance the environment to the pollutant admission ability or reuse the pollutant. Thirdly, we should strengthen the implementation of policy. Finally, we should increase the scientific investment to explore the new way to control the HABs.
