流动人口社会保障治理现代化:协调机制视角探微

流动人口社会保障治理现代化是国家治理体系和治理能力现代化的有机组成部分。有效的协调机制是提升流动人口社会保障治理现代化的途径之一。社会融合理论、社会保障权利公平理论和机制设计理论为构建流动人口社会保障协调机制提供了理论依据。在宏观层面,要坚持共享、公平和可持续理念,确立保障流动人口社会保障权益的战略目标,实现流动人口社会保障各参与主体利益激励相容;在微观层面,要求中央政府与地方政府实现委托-代理激励相容机制、不同地方政府无限次重复博弈走出囚徒困境、中央政府确保地方政府有效监督当地用人单位、受雇流动人口与用人单位公平讨价还价博弈。流动人口社会保障协调机制的实现需要中央政府、地方政府、用人单位和流动人口采取积极对策。

Modernization of Social Security Governance for Floating Population:From the Perspective of Coordination Mechanism

The modernization of social security governance of floating population is an organic part of the modernization of national governance system and capacity.Effective coordination mechanism is one of the ways to improve the modernization of social security governance of floating population.The theoretical basis for the coordination mechanism for social security of floating population(CMSSFP)can be provided by social integration theory,equity theory for social security right,and mechanism design theory.The macro CMSSFP should adhere to the concept of sharing,fairness and sustainability,establish the strategic goal of protecting the social security rights and interests of floating population,and realize the compatible incentives for the interests of all participants in social security of floating population.Micro CMSSFP includes incentive compatibility principal-agent of central-local government,infinitely repeated game among different local governments to get out of the dilemma of prisoner,central government preventing employers from capturing local governments,and fair bargaining game between the employed floating population and the local employers.The realization of CMSSFP needs the central government,local government,employers and floating population to take active countermeasures.
