| 摘 要： | 我国五保供养制度经历了多次改革,形成了特色鲜明的三个阶段。随着我国的社会经济状况发生巨大变化,五保供养制度出现了供养水平落后于经济发展水平问题、供养制度效率不高、与其他社会救济制度缺乏有效衔接、地区差异较大等问题。因此,要完善五保供养制度,必须以科学发展观为指导,加大财政对五保的投入,落实公共服务均等化政策,调整五保供养方式的思路,整合现有的养老保障制度,建立优化的社会保障制度体系,建立责任分级体系,明确责任主体,提高五保供养制度的效率。
