数字经济驱动黄河流域经济高质量发展的影响研究

黄河流域是我国重要的生态屏障，在我国经济社会发展格局中具有重要地位。为提升黄河流域经济高质量发展水平，本文从质量、效率、动力角度出发，构建黄河流域高质量发展评价指标体系和数字经济综合发展水平评价指标体系，采用熵值法对2011—2019年黄河流域九省区数字经济和经济高质量发展水平进行测度，实证探究数字经济对黄河流域经济高质量发展的影响。结果表明:数字经济对黄河流域经济高质量发展有促进作用，但流域内省际间发展水平存在明显差异；与中下游地区相比，数字经济对经济高质量发展水平的影响力在上游地区较低。基于上述研究结论，本文提出为推动黄河流域经济高质量发展，黄河流域九省区要大力发展数字经济，积极推进各项规划落地，完善数字基础设施，加快产业数字化转型，构建现代化经济体系，因地制宜地制定数字经济发展策略。

Study on the Impact of Digital Economy Driving High-quality Economic Development in the Yellow River Basin

The Yellow River Basin is an important ecological barrier and plays an important role in China's economic and social development. In order to improve the high-quality economic development of the Yellow River Basin, this paper constructs the evaluation index system of high-quality development of the Yellow River Basin and of the comprehensive development of the digital economy from the perspectives of quality, efficiency and power, and uses the entropy method to measure the digital economy and high-quality economic development of the nine provinces and regions of the Yellow River Basin from 2011 to 2019, and empirically explores the impact of the digital economy on the high-quality economic development of the Yellow River Basin. The results show that the digital economy has promoted the high-quality economic development of the Yellow River Basin, but there are obvious differences in the development level between provinces in the basin. Compared with the middle and downstream regions, the influence of the digital economy on high-quality economic development is lower in the upstream regions. Based on the above research conclusions, this paper proposes that in order to promote the high-quality economic development of the Yellow River Basin, the nine provinces and regions of it should vigorously develop the digital economy, actively promote the implementation of various plans, improve the construction of digital infrastructure, accelerate the digital transformation of industries, build a modern economic system, and formulate digital economy development strategies according to local conditions.
