| 摘 要： | 全面建设小康社会是新世纪我国经济发展的主要目标,因此加快经济发展是重要问题,而小康建设的内涵中便包括了生活质量的提高和资源环境的可持续发展,如何使两者协调一致发展是一个重大课题。本文从产权角度浅析资源过度利用和环境污染的主要原因,并简述了其相应的制度安排。

| Abstract: | It is an important goal for China's economic development in the new century to completely realize relative comfortable life. Therefore, speeding up economic development is a major mission, which include improvement of life quality and sustainable development of resource and environment. How to coordinate the relationship between resource and environment is another vital mission. The paper analyses the main reason of overused resource and environmental pollution, and it discusses the plan for relevant system. |
