| 摘 要： | 我国实施“中部崛起”战略以后，中部地区的农业县欲以此为契机加速实现自身的崛起，向工业县转型就成为它们的一个必然选择。山西省屯留县的实践告诉我们：一个农业大县、工业小县、财政穷县要实现崛起，必须变思路、抓机遇、创环境、调结构。但同时要深入研究国家宏观政策，正确处理快与稳的关系，这样才能少走或不走弯路。
