| 摘 要： | 就当前来看，社会保险关系不能在全国范围内实现有效接续，影响了劳动力的合理流动和社会的和谐稳定。造成社会保险关系不能有机衔接的原因很多，“统筹基金”不能跨统筹地区转移是主要原因。改革“统筹基金”不能转移的政策规定，建立全国社会保险“一卡通”制度，就能够实现社会保险关系在全国范围内的有效接转，做到在全国范围内共担社会风险。
