| 摘 要： | 清代的治蝗管理机制是中国古代社会最为完备的:治蝗制度的完善、治蝗组织体系的健全、治蝗人员的积极协调,在治蝗管理上体现了由下而上层层负责的思想。清代的管理机制在清前期发挥过重大作用,但在后期,社会动荡,法令法规如一纸空文,治蝗管理机制失去发挥作用的平台。

| Abstract: | The Qing government had attached high importance to the locust control,and the control system was the most complete in ancient China.There was an administrative network for the locust control at different levels of the government,as well as detailed statutes on locust wiping.It also had a systematic organization of locust control,the government could manage hundreds of villagers to locust wiping successfully.The locust administrative network for the locust control worked quite well in the early Qing dynasty,however it lost its efficacy because of turbulent society and declining feudalism. |
