| 摘 要： | ＂两型技术＂是建设＂两型社会＂的技术支撑。与传统技术不同,＂两型技术＂由于其内涵不同,从而决定了其生成机制和培育体制的特殊性。本文根据＂两型技术＂特有的内涵与特征,分析了＂两型技术＂供给和需求生成机理,并根据其生成机理构建了＂两型技术＂的政策环境保障体制、需求培育体制、供给能力培育体制及其推广与运用体制,以保障＂两型技术＂的生成机制得以现实。
