| 摘 要： | 针对国外投资者通过各种手段租借(或变相租借)国内SP经营许可或特服号码投资增值电信服务业的现象,在不完全信息条件下构建国内SP与外资企业间的博弈模型,分析博弈均衡(租出,租借),(不租出,直接投资)出现的条件,揭示SP外资买卖行为普遍蔓延的原因;指出政府管制的方向是加大惩罚与监管力度,提高服务质量,放松外资进入管制;表明政府应及早采取措施控制此类现象的蔓延。

| Abstract: | Aiming at the phenomenon that the foreign investors lease the licence for value-added services or Tebihao-code of the domestic service providers through various means to invest in value-added services,this paper makes the incomplete information game analysis between the foreign investor and domestic service provider to reveal the reason why such phenomenon spreaded widely and to show what and when the government will do to control the spread of such phenomenon. |
