| 摘 要： | 文章针对我国当前社会主义新农村建设中面临的严峻的农村环境问题,率先提出开展农村环境效益审计.论文分析了当前阻碍我国农村环境效益审计发展的四个症结,给出相应的对策,并从角色定位、内容范围、组织实施、评价标准和技术方法五个方面,构筑了服务社会主义新农村建设的农村环境效益审计实施框架.

| Abstract: | This paper first proposes the performance audit of rural environment to solve the serious environmental problem in the process of building new socialist countryside;then points out the four obstacles and gives some corresponding measures and finally puts forwards the applicable framework to construct rural environment performance audit from the following aspects: part orientation,range of contents,organization action,evaluation criteria and know-how. |
