基于生态足迹理论的京津冀横向生态补偿机制研究

京津冀地缘相接，拥有着共同的生态环境，区域内每一个地区的生态环境都与其经济社会发展息息相关，生态环境的恶化势必会为经济发展带来负面的影响。为达到改善生态环境的目的，必须开展跨区域横向生态补偿以及生态项目合作。本文通过引入生态足迹的概念及其分析方法，在京津冀地区均衡因子和产量因子核算的基础上，计算了各省市2004～2013年的生态足迹和生态承受力，设计了一套适合京津冀发展的横向生态补偿核算体系，并构建京津冀横向生态补偿新机制。

Research on Horizontal Eco-compensation Mechanism of Beijing-Tianjin-Hebei Region Based on Ecological Footprint Method

〔Abstract〕 Beijing-Tianjin-Hebei adjacent geographical position , having a common ecological environment . Each region's eco-logical environment is closely related to its economic and social development . The deterioration of ecological environment is bound to a neg-ative impact on economic development . In order to reach the goal of improving ecological environment , we must carry out horizontal eco-logical compensation , and across the region for ecological project cooperation . Based on the analyses of ecological footprint method , ac-counting balance factor and production factors , this paper calcuates the ecological footprint and ecological tolerances during 2004-2013 of Beijing-Tianjin-Hebei . We design a set of horizontal ecological compensation system and build horizontal ecological compensation mech-anism , which suitable for the development of Beijing-Tianjin-Hebei .
