基于DEA的长株潭城市群低碳经济发展效率评价研究

摘    要:在能源和环境问题日益凸显的情况下,低碳产业的发展无疑对我国各城市的发展提供了新的契机。借鉴区域和低碳经济发展效率评价研究范式,结合低碳产业特点,本文有针对性地选取评价指标,以长株潭低碳经济发展数据为基础,在城市与区域视角下,应用DEA方法定量评价了其低碳经济发展效率。通过对投入产出数据的DEA有效性进行对比分析,发现长株潭城市群的整体技术创新效率偏低,主要是受规模效率与纯技术效率交叉作用影响,且普遍存在能源消耗投入冗余、低碳产业固定资产投资过多、产业规模不合理和资源利用效率不高等问题。最后根据分析结果进一步提出了对策建议。

Abstract:〔Abstract〕 In the case of energy and environmental problems become increasingly prominent , the development of low carbon industry undoubtedly provides a new opportunity for the development of cities in China . Reference region and low carbon economic development effi-ciency evaluation research paradigm is done in this paper , combined with the characteristics of low carbon industry , choosing evaluation in-dex , based on the data of low carbon economic development of Chang Zhu Tan city , in urban and regional perspective , using DEA method quantitatively to evaluate the efficiency of low carbon development . Through a comparative analysis of input output data of DEA efficiency , it is found that the overall efficiency of technological innovation of Chang Zhu Tan city group is low , is mainly affected by the cross scale ef-ficiency and pure technical efficiency and widespread new product development input redundancy , and there are prevalent problems such as the common energy input redundancy , excessive investment in fixed assets , unreasonable industrial scale and low resource utilization effi-ciency . Finally , the countermeasures and suggestions are put forward based on the analysis results .
