我国政府环境规制在低碳经济发展中作用的实证分析

本文分别从静态和动态两个方面构建一元回归估计模型以及自向量回归VAR模型,研究政府环境规制与各类能源碳排放之间的关系,从而探索我国政府环境规制在低碳经济发展中作用,本文研究认为：政府环境规制与各类能源碳排放之间存在动态关系,环境规制是碳排放量的格兰杰因果关系,长期以来,我国政府环境规制投入赶不上经济发展对能源消耗的需求,造成各类能源碳排放不断增加,在低碳经济发展的道路上,政府环境规制的作用是显著性的,未来我国政府必须加强政府环境规制的投资额度,更要加强环境规制投入的力度,综合利用国家规制手段,实现我国低碳经济的长期稳定发展。

Demonstration Analysis of Environmental Regulation in Low-carbon Economic Development

In this paper,we construct simple regression model estimated from both static and dynamic and self-vector regression VAR model to study the relationship between thegovernment and environmental regulation of carbon emissions between different forms of energy in order to explore our government environmental regulation in the development of low-carbon economy effect,this study considers:environmental regulation exists between the government and various types of dynamic carbon emission energy relations,environmental regulation is the Granger causality of carbonemissions for a long time,the Chinese government environmental regulation into economic development can not keep up the demand for energy consumption,causing all kinds of energy carbon emissions continue to increase,on the road to a low carbon economy,the role of government environmental regulation is significant,the future of our government must strengthen government environmental regulation of the amount of investment,but also to strengthen environmental regulations put inefforts,State Regulation utilization means to achieve long-term stable development of China's low-carbon economy.
