南方集体林业产权制度改革认识的几个误区

通过对湖南省集体林产权制度改革中存在的几个错误和片面的认识进行分析,指出在现行体制下,实行家庭承包责任制并不会造成严重的森林乱砍盗伐及林农收入低下,而应该是现阶段我国南方集体林业产权明晰的有效途径之一,在明晰产权的基础上,积极推进"农民自主经营型"林业合作组织是促进南方集体林业发展的根本出路。

Misunderstandings on the Reform of Property Rights System of Southern Collective Forest

Through analysis on some false and unilateral views about the reform of property rights system of Hunan's collective forestry,this article points out that household contract responsibility system will not result in wanton denudation of forests and decrease of forestry farmers' income,but instead,it's one of the effective ways to make clear the property rights of southern collective forestry in China.Energetically promoting corporate organizations run by farmers themselves on the basis of clear property rights is a fundamental way out to advance the development of southern collective forestry.
