地方政府融资平台综述与启示

随着各级地方政府投融资改革的深入发展,地方政府融资平台队伍不断壮大,但在发展过程中也逐渐暴露出一些问题。文章分析了地方政府投融资的理论基础,并主要从融资平台产生原因、风险和融资渠道等方面对融资平台研究进行了全面的文献回顾,总结了现有研究存在的缺陷：没有通过质疑融资平台的合理性来追溯该项研究的理论渊源；缺乏深入的理论研究,尚没有形成科学完善的融资平台理论体系；由于相关数据较难获取,目前尚缺乏实证研究。文章认为政府债务的公开和透明化将是未来融资平台的发展趋势。

The Review and Enlightenment of the Local Government Financing Platform

with the further development of reform of investment and financing of local government,local government financing plat-form team growing so fast, but also exposing some problems in the process of development. Analyzed in this paper the theoretical basis of local government investment and financing, and their causes, mainly from the financing platform risk and the financing channels of fi-nancing platform.this research conducts a comprehensive literature review, summarizes the defects of the existing research： without ques-tioning the rationality of the financing platform to trace the study of the theory of origin; The lack of in-depth theoretical study,does not form a scientific perfect financing platform theory system; Due to the related data are difficult to obtain, lack of empirical research. This paper argues that an open and transparent government debt will be the development trend of future financing platform.
