流域水资源治理内涵探讨——以太湖治理为例

水资源综合管理模式已经成为流域水资源管理的发展方向，在水资源综合管理模式的建立中，对流域水资源治理的研究得到广泛的关注。文章在对现有流域水资源治理研究进行总结的基础上，以太湖流域水资源治理为例，分别从公共资源治理、网络组织以及治理理论的角度，研究了水资源治理的内涵。文章指出，流域水资源治理是以公共资源治理为属性，以网络组织为治理基础，以治理的构建和实现为方法的新型体系。在此基础上，文章进一步研究并提出了流域水资源治理的特征。文章认为，多元化参与、共同目标导向以及合作参与分别构成了流域水资源治理的重要特征。文章最后提出了对太湖流域水资源管理改革的建议。

Discussion on the Connotation of Governance in Basin Water Resource -Taking Taihu for Example

Integrated River Basin Management (IRBM) model has become the reformatory direction of basin water management. In the area of IRBM establishment, the research on governance in basin water resource gained widespread attention. The paper firstly reviews the study of basin water resource management. Then takes Taihu basin water management for example, and studies on the connotation of water resource management from the view of public governance, network governance and governance theory. The paper points out that basin water resource management characterizes the attribute of public resource governance, governance basic of network organization, and the method of construction of realization of governance. The paper further researches on the characters of basin water resource management, and concludes that multi-participation, common cause oriented, trust and cooperation are those important characters. At last, suggestion to basin water resource management reform is also given according to analysis.
