| 摘 要： | 加大科技创新，培育和发展战略性新兴产业，是贵州省“十三五”时期实现跨越发展、同步小康的重要途径。总结国内外新兴产业发展的经验，详细分析贵州战略性新兴产业发展基础及制约因素，并从规划引导、资金投入、自主创新、人才队伍建设、市场培育五个方面提出政策建议，为贵州制定“十三五”战略性新兴产业发展规划提供决策参考。

Innovative Policy Study on Strategic Emerging Industries Development in Guizhou Province During the 13th?Five Year Planning |

| Abstract: | It is a key way that increasing the science and technology innovation and cultivating strategic emerging industries to carry out leaping-over development and synchronous well-off in Guizhou during the 13th Five Year Planning. Experiences in domestic and international of the strategic emerging industries are summarized. The basis and constrains in Guizhou are analyzed in detail. To provide decision-making reference for the 13th Five Year Planning of strategic emerging industries in Guizhou, policy recommendations are put forwarded in five aspects such as the planning guide, capital investment, independent innovation talent construction and market cultivation. |
