| 摘 要： | 20世纪中后期以来各国相继建立长期护理保险制度,为老年人护理需求的满足提供了制度保障,典型发达国家护理保险制度成为世界其他国家构建长期护理保险制度体系的制度模版。文章对比分析美、德、日三国护理保险制度的内容,特别是从制度构建与发展的四个维度,即覆盖范围、保费缴纳、资金来源和给付方式等方面的内容,提出了我国护理保险制度发展的若干制度和政策建议。

| Abstract: | Since the middle and later periods of 20th century, various countries established the long-term care insurance system successively, which provided institutional guarantee for meeting the need of the elderly care, and the care insurance systems of developed countries has become the system model for other countries in the world to build their own long-term care insurance systems. The paper makes comparison and analysis on the content of the care insurance systems of the USA, Germany and Japan, especially on the content from four aspects of system construction and development, that is, coverage scope, premiums payment, capital sources and payment ways, and proposes some suggestion on system and policy for the care insurance system development in China. |
