| 摘 要： | 公共危机的发生对公共政策的制定、执行提出了挑战。公共危机管理策略的优化有利于提高公共政策质量,化解政策困境。这不仅需要确立公共危机管理中公共政策制定的原则,还需变革危机决策的方式,更要充分发挥公民社会在其中的作用,进而有效解决公共危机事件,维护社会的安全稳定。

| Abstract: | The occurrence of the public crises is a big challenge to the formation and the execution of the public policy. The management strategy optimization to the public crises depends on the improvement of the public policy, which needs not only to establish the principles of the public policy making in managing the public crises, but also to change the ways of crisis-policy making, fully demonstrating the important role of the civil society to deal with the public crisis cases effectively and maintain social security and stability. |
