| 摘 要： | 煤炭储备是我国能源储备的重要组成部分，包括资源储备和现货储备两个层面。在建立健全我国能源法律体系的过程中，应当及时确立法制统一、效率效能、节能环保等原则指导下的煤炭资源储备和现货储备法律制度，以保障我国能源安全。

| Abstract: | This paper proposes that in the process of establishing and improving the legal system of China's energy, we should establish legal system with regard to reserve of coal resources and stock reserve under the guidance of the principle of the uniformity of legal system, efficiency, energy-saving, and environmental protection so as to protect China's energy security. |
