中小企业人力资源管理的困境与出路

摘    要:目前我国中小企业存在诸多困境.要解决这些问题,应当实行社会化的人力资源管理战略,树立以人为本的人力资源管理理念,致力于把企业建设成为员工成长的最好的学校,建立对职业经理人能够合理授权的内部治理结构,采取富有弹性的职位描述管理.

Abstract:At present,the middle and smaU-sized enterprises are in the following live dilemmas as to whether to employ a capable person or a relation for a job vacancy ;whether to ignore a high turnover rate or to wait for the far future returns on the investment in the training of their employees;whether to maintain a variety of job positions or to develop professionals for specific positions;whether to lessen the burden in ensuring the welfare of their employees or to keep a stable team of employees;whether to expand the decision-making power of their employees or to retain the predominant position of their management. To get these enterprises out of the above-mentioned dilemmas, they need to build their enterprises into the best schools for their employees to develop themselves and establish an internal management structure in which the management could appropriately delegate their powers to their employees and all job positions are flexibly defined,by adopting a socialized management strategy of their human resources and setting up a human resources management concept of putting-man-first.
