| 摘 要： | 提升高校应急管理能力是和谐校园建设的重要工作内容。本文从应急管理的一般原理和高校应急管理的现实特点出发,研究了高校应急管理能力评估体系在内容选择、指标确定、方法运用三个层面的理论问题。研究了高校应急管理能力评估指标体系的建立及其内涵;提出了基于调查问卷和信息熵的高校应急管理能力评估指标权重确定方法,研究了基于离差最小的组合赋权方法。基于南京高校为样本,研究了方法的实际应用。
