Who owns the universities? The battle for university independence and against the dependency culture

Universities have lapsed into an‘abject state of financial dependence on central government’from which they should be reclaimed. Moreover, they are no longer intellectually independent. A 'single, simple financial reform’would make a great difference: universities need to determine the costs of their activities, charging accordingly, and government should once again offer students scholarships which would cover the greater part of the‘basic costs’of their courses.
