Who owns the universities? The battle for university independence and against the dependency culture

Abstract:Universities have lapsed into an‘abject state of financial dependence on central government’from which they should be reclaimed. Moreover, they are no longer intellectually independent. A 'single, simple financial reform’would make a great difference: universities need to determine the costs of their activities, charging accordingly, and government should once again offer students scholarships which would cover the greater part of the‘basic costs’of their courses.
