| 摘 要： | 三农问题始终是中国革命和建设的首要问题。进入新世纪后三农问题日益引起党、政府和学术界极大关注。当前，党和政府解决三农问题的新思路是：把三农问题放在重中之重的位置上；明确了“统筹城乡”的基本方略；制定了“多予少取放活”、“工业反哺农业、城市支持农村”的基本方针；规划了建设社会主义新农村的基本任务。

| Abstract: | Three-agriculture problem still is the key much more attention of the Party, government and of Chinese reform and building. After new century, it attracts academic circles. Today, in order to solve the problem, the party and government find new countermeasures as： take it as the most important thing; clear the basic thinking of overall planning the whole city; take basic theory as industry support agriculture and city support countryside; plan the basic duty of building socialism new countryside. |
